As I said in my original reply this is but one of many sensible reforms that could replace Obolacare once it is repealed. It is no panacea and will not help everyone everywhere.  But it is one piece of the puzzle and has the potential to increase competition in some states which is a good thing.  And frankly from my list of sensible reforms it is probably near the bottom of a reasonable priority list.  Portability and dealing with pre-existing conditions are more important. So is tort reform.  But no reform will solve everyone's problems.  Health insurance, or any insurance for that matter, cannot solve every problem at all times. There is a reason you can't buy insurance to cover your house that burned down yesterday. That is not insurance and no one that has that business model will be around for long.  Only the govt is stupid enough to think you can do that. And we see how well that's working out.
