Because the House, in their rush to impeach, didn't do their job and subpeona all the witnesses.  They didn't want the delay that would occur as a result of a legal battle over Executive Privilege, which they know they will lose anyway.  And they also know that when they lost the court case the one article, obstruction of Congress, would likewise go away and they would be left with abuse of power.  They also know they haven't got a case there because: 1) that doesn't fall under impeachment; and 2) Ukraine got the money and there was no investigation of the Biden's.  As Dershowitz very eloquently and logically pointed out in his presentation, even if what Bolton was alleged to have written were true it is not even remotely an impeachable offense to want to do something you didn't do, to stop something you didn't stop to get something you didn't get.

So to sum it all up, they knew this was DOA because there is no reasonable argument for a conviction so they are trying to inflict as much damage as possible politically to Trump and GOP Senators.  Frankly, the only reason there is any consideration of witnesses is that RINO's like Romney hate Trump and a couple of other Senators are more worried about their reelection that doing what is right.

Meanwhile, Biden, Mayor Pete, Little Mike, et al are free to campaign away while Crazy Uncle Bernie, Fauxahontas, et al are stuck in their chairs being bored to death.  So they also have that going for them in the timing surrounding sending the articles to the Senate.  What they miscalculated was the damage this is doing to Biden as the media are finally forced to at least cover the corruption although they are doing their best to avoid it.
