In my personal opinion (I'll try not to make this post too long) I think you should store your marine tanks empty. Ethonal is a solvent, and breaks down plastic and fiberglass fuel tanks, rubber fuel lines, plastic fuel injectors, etc. Fuels we purchase now can contain up to 15% ethonal, and WILL damage your fuel system if left sitting for a lengthy amount of time whether you put additive in or not. Additives may "stablize" your fuel, but there is still Ethonal in it. Our old theory among performance boaters was to store boats full of fuel to cut down on condensation/water build up, but now I have a completely different opinion. Store them completely empty, or as close to it as you can get. My boat was built in 2001, has 100 hours on it, and was built with fiberglass fuel cells. They had to be replaced in 2006 because of deterioration in the tanks. They were getting soft inside, and were re-built with a different material. Personally, I think marine engines should be tuned a little different now (next time you have any work done would be a good time) because of the different burn and combustion temps that ethonal cause. Sorry, this turned into a long post, and I offer this as only my personal opinion.
