Unless you have a closed cooling system (I have never seen one on a 4.3) you don't have any "Check" for cooling level. It is more likely than not raw water cooled. Small blue plastic plugs are located in several places on and around the engine and coolers. They are to drain raw water from the engine and its components. Leave them be until you are ready to winterize.
