Your boat is very new to have a rotten transom. Normally it should have lasted a few more years. I have found a "95" model of another make to be rotten. Most that I do are 93 and older.
You might try to tighten the nuts in the inside. If they deform the flat surface they are mounted on, the wood may be rotten. Also tap on the inside surface of the transom with a hammer, it should sound hard and solid.You can also take a hole saw and cut just the thin fiberglass off the inside surface to expose the wood near the bolts.
