That describes Congress in general and specifically.

I once worked at a company that was famous for long internal meetings with large numbers of senior people pontificating on and on. One day I suggested to the CEO and a board member that they remove all the conference room chairs so meetings would be shorter and people would get back to something productive. They both looked at me like I had lost my mind. I almost burst out laughing thinking that their immediate thought was probably, "If we did that what would I do all day?".

We have a saying at our company that if an internal meeting lasts more than one hour we are wasting time. When I find out about long meetings I try to find the most senior person that attended and tell them I am going to take away their conference room chairs if they keep it up. They get the message.
