That is not regulation. But the problem is not always the airline. I have sat for long times and once was a blown tire on landing and the plane needed to be towed or the tire changed. Few other times was weather back-up, traffic or gates not available due to other problems. It is never comfortable, but it does not happen that often and I used to fly a lot. Was platinum medallion for 5 years in a row. I am glad I am not any longer.

The airlines want to turn planes so I am not sure what the fines accomplish other than create another "tax" on business. And on an industry that is already hurting ... so yes, it is another bad idea and just a way to generate more government revenue rather than really solving the problem.

The solution is simple ... depending on the size of the airport, reserve 2 gates for emergencies only. They would be used in these rare situations to unload passengers and then the plane needs to back away and sit until the airline gate is available. All airlines contibute to the cost of the emergency gates based on the percent of other gates they own at the airport.

You don't need government fines when the situation, when it happens, is not out of choice or controllable.
