The basic benefit is 5 years of service and age 62. It's not a full retirement benefit. All retirement benefits are based on a combination of years of service and age. If they served 5 years when they were in their 40's or 50's, they wouldn't get any benefit.
There is a Report out on the internet that lays it all out.
