I am really sorry for the loss of your sister. Sounds like he will be punished for a horrible accident (the part about her falling off the front of the boat) and even worse reaction to the accident (him running away instead of facing the consequences of his actions).

What changes to boating laws are you suggesting? I understood it is already illegal to operate a boat under the influence of alcohol or drugs and there are laws in effect to punish those that do. As much as I wish it weren't true, I doubt there is any law that is going to completely stop this kind of irresponsible and criminal behavior. If there were, we wouldn't need prisons for people like him.
