"Bills are sent out in late October and due by 12/31 each year. If payment is not received by the due date, reminder bills are sent."-- Sounds like the OP never got any bills or reminders.

"If payment is not received, the department ultimately turns over the collection process to an attorney. By statute, a property can be sold for non payment."-- I'be be very careful about selling someone's property if I didn't hold up my end of the deal by sending them the promised bills and reminders.

Everyone served by a VFD should be ready, willing, able and happy to support them. But those are the kind of organizations that are often forgotten until they are needed; sad, but true. So if the VFD is promising to send bills and reminders, they need to do just that, and not count on people remembering.
