When you look at a map of the U.S. with blue and red it is astonishing how much of the country from a land mass standpoint vote Republican.  Several states are considering allotting electoral college votes by congressional district. Virginia for example would have only allotted 4 electoral college votes to Obama, the remaining 9 would have gone to Romney.  What this approach does is it takes away the power of urban areas to control the awarding of winner take all electoral college votes.  However, I am not sure anyone has actually evaluated whether it would have changed the outcome of any election but that is an exercise that needs to be done in a non-partisan fashion (i.e., the truth of what would have actually happened versus the spin) before this gets any traction.  Interestingly, it appears that this can be done on a state by state basis.  

I am very wary of the law of unintended consequences.  One consequence I can immediately think of is that redistricting would become even more important and would become even more partisan than it already is.  And I am quite sure there are lots of other reasons why this is a bad idea.  I would like to see how it might have impacted the last four presidential elections but if for example it would have resulted in Obama losing to Romney despite having won 53% of the vote I would not favor this approach.......as much as I dislike Obama and would prefer Romney.
