I was in high school in the early 60's and the Army in the late 60's.  I remember well the marches and demonstrations for civil rights and an end to segration.  Night after night, on the nightly news, I heard black leaders discuss the reasons they felt opportunities were denied to them.  Equal opportunity for jobs and education were chief amongst their complaints.  Backs were discriminated against in job opportunities chiefly due to poor quality of education and in that era were thought to be less inteligent that their caucasion counter parts and YES bigotry did play a role as well.

An inteligent person would rightly surmise if you improve the education of black students, it would follow that
job and other opportunities would follow.  This along with equal employment would put black people on equal footing with the rest of the country.  Well, here we are over 50 years later and while we have more than enough laws that should have ended job descrimination and lead to equal education among black students, a problem remains.
That problem is education among black students and now among most everyone else as well. 
I remember an older man and neighbor from the 60's that predicted exacly that.  He and my father often debated the merits of integration with my father supporting it and the neighbor defending his position.
If both were alive today, I'm sure that the neighbor would stick a finger in dad's face and with a satisfied grin on his face say "I told you so!".

I believe that school integration did not succeed because beginning in the 60's the educational system itself began to fail.  With many black students being called OREOs or other names when they began to succeed and compete with their white counterparts, it became something "bad" to succeed in school.  When the under achievers among the white students took on this "it's ok to fail" mantra, the schools were doomed.
Couple all of this with an educational system that does not reward success, teachers that are not allowed to think outside the box and taylor teaching techniques to situations at hand and teacher unions that secure the jobs of even the worst teachers and you have an environment that can only fail everyone.
