Have you sent an email or called them to ask the question? Their web site provides cell number for the owner. Could the minimum charge be the money required to pay the debt and keep the staff paid and the usage charge covers the water which they buy? Usually, the minimum covers maybe a minimum amount of water. Call and post their response.
