I agree with John, the main objective is to show FERC that there is broad-based support for APCOs proposal, not whether the individual will actually take the time to compose their own message. I see this with public comments on environmental projects all the time. 6,000 form emails has way more influence on EPA than 10 well researched, thoughtful public comments. Their calculus is simple, I can go with the 10 guys that took a lot of time to respond or the 6,000 that sent me a form email. Which will give me less grief, the ten or the 6,000? Easy answer. Send the emails, submit an e-comment, just do something.
