I think if a dog kills someone, it should be an automatic manslaughter charge for the owner (except when protecting private property from unwanted tresspassers and warnings are posted).....that would go a long way to eliminating viscous breeds or at least keep people on guard to be more cautious. I'm a dog lover, but I'd never let a pit bull in my home or around kids as a house pet.
