Good point, unfortunately Coosa County backroads have always been dotted with dumpsites.... though some years ago, a young woman who worked for the local Health Department took it on herself to look thru these dumps, and if she found a way to identify the perps... she threatened to bring littering charges if they didn't clean their mess up. Unfortunately, refuse with identifying info isn't commonly disposed of.
Having gotten sick of looking at junk dumped in the woods behind our place by a remodeling neighbor, I rented a Bobcat, burned what I could and buried the junk where it lay. Not the best idea, but the only one I could come up with.
I wonder if Coosa County is requiring proper dumping of refuse as a condition of issuing new building permits.
