As I type this, Eagle Mountain has gone above pool and I suspect will continue to grow until water is released downstream.  I suspect they are kept in place due to being reluctant to ease restrictions and then have another prolonged dryspell.  But that is just speculation.

That said, I really can not understand what the need is to lift the restrictions...  I cant even cut my grass due to all the rain so I have no problems with that.  I used to live on the east coast where rain was relatively plenty, but have never seen so much water wasted until I moved here five years ago.... The streets in N Fort Worth are flooded all summer long from the ridiculous watering (usually by the City and shopping areas).  Yet I can get fined for watering my grass twice a week...!
