There is no final agreement in place yet.  A few technical changes have been requested and then FERC will have to approve the new licensing agreement.  Up to this point, there only proposed rules.  I spoke to someone with Alabama Power and he expected it will be next year before new agreement is implemented.  I hope so - I need another winter at 480 so I can do some dock work without using waders.
