I couldn't keep the mold out of my boat stored in open air in a boathouse.

I finally can tell you the best way to go after 3 years research.

Clean with Zep deck cleaner. It's 3% bleach and some anti-mold chemicals.

Rinse rinse rinse.   Put it out in the sun.

Then follow up with X-19 or something like it.

X-19 leaves a clear shell on the vinyl.  It smothers the mold that regrows from what roots are left.

X-19 will leave spots so it may be best to burnish it.

Night and day mold performance.
