You seem to have difficulty understanding that the mandate was used to force more healthy people into the plan so pre exisiting conditions would be covered for all. Males also paid for pregnancy and females paid for prostrate cancer coverage. That is how insurance works.

Usually, when the Senate receives a bill from the House they debate and make changes. Why are they starting with a blank piece of paper on this bill?
