According to an article I read today, Bannon was a proponent for hiring soldiers of fortune and let them do the job.  And that was such a great idea because it turned out so well when the State Department hired these people to provide security in Afganistan and Iraq.  So he was bitter that the Generals won.  Accoring to the same article the other options were transfer to CIA to run it, or to plus of the troops.  Trump didn't like the idea, = he wanted to pull out because we haven't won.  The Generals convinced Trump that this is the only way that makes sense.  Time will tell.
