I am guessing that we have a unique line of responsibility for Kincaid Lake as three fourths of the lake belongs to The Louisiana Department of Wildlife and Fisheries and it is also regulated by Rapides Parish Police Jury. In either case, both pay little attention to its care and supervision/ patrolling. Both receive / earn various kinds of fees. In the past the Rapides Parish Sheriff had a boat on the lake regularly then it went to every now and then, this year it was seldom. The pictures on the Webb site show a patrol boat with: “State Federal Enforcement Agent “on the side but I have never seen one on Kincaid. A cruse around the lake and you can readily see little if any of those fees are put into maintain, cleaning, and patrolling the lake.
Buoys are missing throughout the lake in particular boat row identification and cove no wake areas. Water hazards, stump areas that are just below water level are not identified. Information sign's at boat launching areas that indicates boat speed is; idle speed, 5 mph or no wake are the same? Aircraft land on Kincaid is contrary to the regulation. Buoys are moved for the boat races and not returned. Storms and high winds move buoys and no one move them back .Old and new buoys are stacked in the weeds at Tunks boat launch area. An old cabin boat was dragged half way on to land and left to rotten. Kids have been seen playing in the area and could possibly be hurt. Boats and jet skis causing wakes that damage boats at docks and in boat houses.
Parish regulation 19 ½ Rules and regulations for recreation area (eight pages) and Rules of the Road for vessels (two pages) from the Louisiana Department of Wildlife and Fisheries. Who is responsible for enforcement? Fees include boat and fishing license, camping area fees, duck hunting license, permit fees, duck blind fees, fine from violations, admission gate fees, boat launching fees, lodging rental fees, camping fees, house boat fees. Plus state Tax allotment money and other revenue sources and fees. How much money is collected and how much is spent for Kincaid Lake on what? Understanding regulations are made to protect the public and to make our water ways safe for all.
The east lake area, also known as The Kincaid Slums, also require some major attention, A tour of the Amelia Lane trail can possible include drunks knocking down mail boxes, walking in the street. Drug purchases are possible without having to get out of your car by a rolling stop... Operational road side garage sales and, possible a tax free zones. Colorful piles of garbage strode everywhere and every now and then a pack of dogs on the prowl of flop houses with no electricity, water or sewerage. Local third world? What happened to Kincaid lake Environmental Association?
