My guess would be that they are running the turbines more frequently due to the very hot weather, thus more water flowing out than normal, but that's just a quess.  It could also be due in part to a reduction in the amount of water in the watershed due to reduced rainfall amounts that are starting to create abnormally dry conditions in several areas of the state.
