I think that ordinary surgical or painting masks provide some protection in that they would keep vapor particles from a cough or sneeze from spreading in the air as far as they otherwise would without such protection.  As such, they actually offer some protection to those who are not wearing the masks when the wearer of the mask coughs or sneezes.
