"California just passed a bill that makes it ILLEGAL to interfer with someone that is shoplifting. Anyone that interfers in any way with shoplifting, looting, smash and grab, is subject to a significant fine ($1800) and subject to arrest."

I don't think this is correct. What is your source? I can't find any bill signed like you describe.
