say i owned a 30 foot boat that ran 80 mph and was thus not able to meet the requirments to be grandfathered.

could you change a computer chip or add a carb restrictor that would limit the speed to 59 mph?

if so, would this boat not then meet the requirments and be legal on the lake?

could this change be easily reversed, if i decided to take the boat to a "free" body of water for a poker run?
