I am not aware of any of the details of this development, but I do believe a lot of developments start out expecting additional development/construction funding from pre-constructions sales.

Wonder if this could be the problem in this situation. (No or few pre-construction sales)???

I have seen developments get to about the 1/2 way point and just wither on the vine. I think all of us can remember the big high rise at Gulf Shores that just set there for years as a big open shell of a building.

When you and others complete the Lake Martin HOBO Application you will find this is one of the issues listed as a potential organization goal.

My application and check are in, and I just hope they do not turn me down.
