Interesting that people wouldn't chose to insure their children. Of course, it may be as WW says and they opt out to pay additional costs for family members. I think some companies insure their employees and for an additional fee they can insure under a "family plan".
I rather doubt that the government can "make" people take insurance too, unless it becomes a mandatory deduction like Medicare.
