As long as you have the required mirrors on the PWC a spotter is not required.

On pulling up a skier behind a PWC as long as they know how to ski and are on 2 skis should not be an issue on getting the skier up, even if a heavy person. Now with regards to trying to pull up a person on slalom skis that is a totally different story, as the person might swallow the entire lake before you get them up, if they are over say 125 lbs or so. The hard part is maintaining a constant speed.
