If I'm not mistaken, that will be your winterization control to open all the openings to drain the block and manifolds of water for winter lay-up. 1 control for all. The danger with that system is IF it doesn't open 1 of the drains and water stays in that portion of the block or manifold, it freezes and cracks. Seen it time and time again when I was turning wrenches.
