I also have the exact same set up in my 98 Pro-Star 190. What happens with that engine is when you turn it off, excessive heat builds up under the engine cover. This makes the fuel pump very hot, and it begins to fail. Indeed, you need at least 35+ lbs for the engine to start. Problem is, the pump only runs for about 5 seconds when you turn the key ON. Then when the engines cranks, and the ECU sees OIL pressure, it will come back on, fuel running through the pump cools the pump back down and all is fine. I'll give you a band-aid sure quick fix, but don't do it forever and plan on replacing that pump. NEXT time it fails to start, lift the engine cover and locate the fuel pump. It is mounted on the rear of the engine, very easy to get to and it looks kinda like a cylinder. Have someone turn the key on, you will hear the pump come on for just a moment, that will help you find it. Simply poor some water on the pump. I use a empty bottled water bottle that I fill from the lake, river or whatever. Usually one bottle will do it. No kidding, it will fire right up. Trust me on this one. It will work and the water want hurt a thing. But do get a new one.
