I guess the big difference is that the defense had an extra man on the field to make it more difficult for the offense to complete a pass and running down the clock in exchange for 5 yard penalty. This was a brilliant if on purpose. Prevent a long pass and run the clock.

I have seen taking the delay to move the ball for a better angle.

I would suggest the NFL toughen the penalty for 12 men within the last 2 minutes. Add the time back on would help.
