As to: 1) The desired effect is to stop the criminal behavior - either by physically disabling the criminal or changing the behavior. Isn't that what a policeman does? For the same reason that non-physicians can perform CPR to save a life, (untrained in the intricacies of medicine, but aware that breathing and heartbeat is a requirement for it,) a non-police citizen can be just as effective (you may want to equivocate over the definition of "effectiveness:) 2) Who cares about the forethought of those who are impulsive? They do not need aconversation, just a resolution.
