Who is in charge of the lake? Alabama Power Company has the license from the Federal Energy Regulatory Commission to manage the lake levels and to produce hydropower. APCO also owns all of the lake bottom to the 490' full pool level. Residents of Alabama own the water in the lake. We all share responsibility for the quality of the water. The Marine Police have the responsibility to enforce the laws that the legislature makes. Limiting the size of the vessels, the noise, and the speeds are among the responsibilities of the legislature.
