This might not answer your question, but it should shed some light on the perceived Russell Veto:

Not long ago, Lowe's bought some land on 280 in Alex City, with the intention of building one of their stores on the site. When Russell heard about it, they bought the land back, at about four times what Lowes had paid for it.

Whether that was good or bad for Alex City as a whole is for others to decide; I just wanted to show you the mindset of the local Royal Family.
