I did some research on this a couple years ago, after tearing down and hauling off the concrete block shed built around the well. To summarize, you're supposed to return the well to its "original state" which apparently means filling it with similar soil at a consistent level of compaction as the surrounding ground.

Yeah, right.

In hindsight, I really, really wish I'd had the presence of mind to toss the blocks down the well as demolishing. Would have been easier and faster than getting them offsite, and would have likely filled the well completely. Then all I would have needed was a fair bit of topsoil tossed in on the last 5-10' of the fill as it went in for a safe and undetectable hole.

Obviously any fill you use would need to be relatively non-degradable. I'm actually eyeing my neighbors well house as fill now.........

There is nothing like a manufactured "lid" out there. I'm guessing nobody wants the liability. You could probably make one, and I've considered it, but load capacity and anchoring are the biggest hurdle. In other words, tossing a sheet of 3/8" plywood out isn't the right answer.
