They will not be able to prove anything like that. This law was not put in effect for anything other than money. No matter how upset local lakers are they do not have the power to get this passed. This came down because of Georgia developers wanting to build a large resort type development on Lake Harris. The interested party was the developers of Reynold's Plantation Resort Community. This is a 10,000 acre resort community including homes, condos, golf and a Ritz Carlton hotel. They would not invest in Alabama without guarantee's on large boat restrictions especially house boats. Senator Dial who sponsored the bill admitted this back in March 2006. Alabama Power owns 70% of the land on Harris of which some will be needed for the new developement. The result is this law. Both RL and Alabama Power can see the attraction a lake like Lake Martin is to big time developers. Can you see the future Hilton or Marriott? I can. I have both a beautiful home (my sanity) on Lake Martin and a cruiser that is now considered banned (although is grandfathered in by one week) so I will not need the room....but I wonder how many Marriott/Hilton points they will be worth?
