The ACPCo Notice stated they were reducing the downstream flows to the minimum level.

The notice did not specifically what reservoirs would provide what amount of water to the minimum down stream requirements.

So based on the wording of the notice if APCo wanted to take all the minimum from Martin they could.

So all the APCo Notice is really saying is they are going to try to minimize the Alabama River downstream flow and did not make a commitment as to which reservoirs would provide what percentage of the downstream flow into the Alabama. As they really cannot determine such as to many unknown factors by reservoir --- such as rainfall across the respective watersheds, etc.

Lets just hope they manage all reservoirs equally and that Martin does not get stuck dropping its lake level 2 or 3 feet or something while the others remain constant.
