You pose an interesting and justified question. Alabama Power has already requested and received approval form the Corps to raise the winter level of Lakes Weiss, Logan Martin, and Harris (Wedowee) temporarily as well as start the refill about a month earlier this coming year--just as they did last year.

Because Lake Martin is an older lake and does not come under the direct control of the Corps, APCo must apply for the temporary variance from FERC. APCo has announced to the media and on the Corps Drought Conference Call that they intended to file for the variance, so we can hope that the variance has been requested and we should see an early refilling of the lake. The basis for the variance is low long range rain predictions (3 mos) by NOAA and the Corps.

Releases are being made to keep the lake levels within the current rule curve which calls for a 480' level at this time. There are no downstream requirements that Lake Martin must meet with daily releases, as was evidenced last year when no releases were made for several weeks.
