I wanted to respond to this separately. My view is this is one of the few parts of the stimulus that I thought would work. The sad part is, that out of $800 billion dollars, Obama allocated $1 billion to this and it ran out in 4 days when it was suppose run through November.

What did they thing was going to happen.

This is the type of program that actually works because it puts money in the hands of people and they will take action rather tahn more government.

But a 4 day program will not stimulate anything. Some inventory was moved off the lots and now it is over. What they needed was a longer term program, that even is open to more people so it will get factories running again and people back to work which really will start to move the economy forward. They should have put $25 or $50 billion to this program rather than $1 billion and canceled some of the BS wasteful spending that is going on.
