Well, we could certainly start with Ridge Marina. For reasons that I cannot comprehend, those high intensity lights are monstrous overkill. But I do not expect Russell to make any changes since it's "good" for business. Why they cannot be turned down at some reasonable time at night is beyond me.

To answer your question, I currently live in Austin Texas and street lights are strictly managed. The housing area that I live has NO street lights and it is wonderful. Most of the city would seem under lit by most US city standards. Unfortunately, there is a perception of safety associated with street lights but it just ain't so. Having said that, most people have been conditioned to believe the street lights are good and they would fight any change to manage the amount of extraneous light in the area. Sad but true.
