How is a tiny island visible above the waterline more dangerous than the same piece of land a few inches below the waterline? Seems to me that a visible hazard is preferable to one lurking just out of site.

If the lake could still rise 10 feet or so, I'd see your point. But if something is one foot out of the water now, the most it can ever be underwater is three feet. And zipping around in water that's only three feet deep would also be considered an accident waiting to happen.
