No that wasn't the issue--the engineers thought they should hold back the flood to prevent flooding downstream. They didn't open the flood gates--if I'm not mistaken APCo paid dearly for that engineering screw up.
In fact that screw up may be our problem now with an archaic winter pool level here. It absolutely is the reason that you can't have a dock directly connected to your house, and why APCo requires a 30 ft setback on APCo lands.
